After switching to a subplot involving Stray and Lexus in the movie, there they meet in the setting of Estelle. Which is more essential than enlightening. Hughes Cuda returns there as he learns that Billy has disappeared. And obviously in the hands of his master there. And there, bowing to the demands of the market. The Enforcer brings Cuda and Stray back together to find Billy. who is buried somewhere beneath the surface of Miami along with the necessary drug pushers, sex traffickers, and street thugs?
